I found articles in the New York Times showing the Red Cross jointly with the Jones Beach Lifeguard Corps started a junior lifeguard program in August of 1952. Luke White the captain at the time tested the children and filled the 30 spots. 3 girls made the cut along with 27 boys. The age was 15, and the program ran every tuesday and thursday morning from 9 AM till 12 noon. The children recieved tolls and lockers and the instruction was free. After 20 hours of training the children would recieve certificates certifying they were ocean trained.
