With all the talk about bumping I thought I'd post a little "Past" practice document:
Agreements Reached by Council 82 for Lifeguards on Long Island - May 23, 1972.
1. Six former Lifeguard Captains will move to the new top supervisory post of Chief Lifeguard (title change only).
2. All other former Captains (seven in number) will move down to Assistant Chief Lifeguards provided they pass the physical and pool test. If they fail the pool test, they will be grandfathered into the Commission in non-lifeguard positions for this season only. They will suffer no reduction in salary.
3. Former Assistant Chief Lifeguards who are "bumped" will move to lifeguard positions but retain the Assistant Chief Lifeguard wage.
4. All those who once occupied Lifeguard Captain positions will be eligible to take the full battery of tests for Chief Lifeguard positions next year (the physical exam, the pool test and the ocean test). In any case, all those age 40 and above will be required to take the full battery of tests for next year.
5. All returning guards this year will be given only the pool swim and physical exam.
6. All returning guards will be hired for existing positions before new employees.
7. The physical examination will be given by the Civil Service Department's authorized physicians.
8. The State will select the persons to give the pool and ocean tests.
9. The pool swim test will continue to require an employee to traverse 100 yards in 80 seconds.

Agreement Between The State And Council 82 AFSCME Concerning Lifeguards Employed By The State At Facilities of the Long Island Park Commission.
1. The provisions of the Agreement between the State and Council 82 shall be applied to lifeguards in the Long Island Park Commission insofar as they are applicable with the following exceptions:
Article 16 - Bereavement Leave Article 26 - Holiday Pay Article 32 - Workmen's Compensation Leave Article 34 - Employee Organization Leave Article 35 - Jury Duty Articles 9, 10, 14, 15, 17, 18, 25, 27, 30, 33 and 36.
2. The State will continue present provisions for holiday pay and injury leave pay.
3. The provisions of Article 38 of the State-Council 82 Agreement shall apply except that paychecks shall be paid by Friday.
4. The State and Council 82 will study the application of Article 21 (Seniority) to determine the extent to which it applies to lifeguards. However, seniority is the recognized procedure.
5. The wages of lifeguards will be increased by 4% effective on the date of hire. Thirteen individuals who last year earned an hourly rate of $2.74 will be increased to $3.28 per hour. There will be no other vertical movement except by promotion. This agreement shall not be construed as a precedent for next year's negotiations. The hire rate will be $2.85 per hour.
